1. Mission / Purpose
As the right hand of the District Manager Build, the Team Leader Build plays a critical role in supporting daily operations and driving performance across the district. This position combines leadership, coordination, and administrative oversight to ensure the smooth execution of telecom network construction projects (coaxial and fiber optic).

Key responsibilities include:

Preparing relevant documentation and operational analysis

Coordinating internal teams and external contractors

Ensuring compliance with internal administrative and technical processes

2. Key Responsibilities
Team Management

Lead and coach a team of 5 to 15 members (Technico-Administrators and Supervisors)

Conduct performance evaluations and support professional development

Administrative Oversight

Ensure contractor compliance with specifications and internal procedures

Monitor KPIs and approve contractor service statements

Material & Resource Coordination

Manage and validate material orders placed by framework partners

Issue Resolution

Serve as a point of escalation for complex administrative challenges (e.g., POWALCO, Qualiroute, OSIRIS)

Contractor Relations

Oversee external contractor activities, ensuring quality delivery and compliance with standards

Follow up on performance metrics and improvement plans

Process Optimization

Document and maintain procedures

Propose and co-develop process improvements with stakeholders

Forecasting & Planning

Support the District Manager in forecasting execution capacity and material needs

Collaborate with Purchasing and Logistics to align planning with operational targets

Capital Expenditure (CapEx):
Review and approve contractor service statements ranging from €2,000 to €10,000; prepare documentation for amounts exceeding €10,000.

6. Required Expertise
In-depth understanding of administrative processes and internal specifications related to telecom network construction (BUILD and/or FTTP)

Familiarity with technical documentation and method notes for both aerial and underground networks

7. Education & Experience
Educational Background:

Secondary school diploma, short-cycle or long-cycle university degree

Professional Experience:

3 to 4 years in a similar function, including team leadership

Experience in telecom network construction project administration

Competence in adapting and developing reporting tools
